complaint at that location and an officer observed a van ramming into the fence in what appeared to be an attempt to gain unlawful entry onto the premises. Upon arrival at the scene, a town police officer pulled into the location behind the van and reportedly saw the van back up quickly towards the officer’s marked patrol vehicle. The van struck the driver’s side of the marked patrol vehicle near where the officer was sitting, causing severe damage to the vehicle. Witnesses reported seeing the patrol vehicle emergency lights activated upon the officer’s arrival and prior to the van backing up into the marked patrol vehicle. The officer involved was not injured and was able to safely exit the vehicle without major incident.

The officer observed 5 occupants inside the van and followed safety protocols and requested additional assistance at the scene. Officers from the Waterloo Police Department and Seneca County Sheriff’s Office assisted town police in detaining the 5 individuals, 4 males and a the 17-year-old female, until the initial investigation could be completed. Upon further investigation at the scene, officers determined that all 5 occupants, including a 17-year-old female whose name is being withheld due to her age, had been consuming alcoholic beverages inside the vehicle and had provided alcohol to the 17-year-old female. Upon a further search of the vehicle’s contents, officers also located a small quantity of marijuana inside the vehicle. When interviewing all occupants, the driver was determined to show signs consistent with alcohol intoxication. The driver, Carlin T. Seneca, age 30, of 100 Hawk Meadows Dr, Irving, NY refused to submit to completing field sobriety tests, an alcohol pre-screening, and refused to take a Breathalyzer test.
